This memorandum of understanding is between Dane County Parks, 4318 Robertson Rd., Madison WI 53714, referred to as the "County" and the Upper Sugar River Watershed Association; c/o Dane County Land Conservation Department, One Fen Oak Court, Room 208, Madison, WI 53718-8812, referred to as the "Organization."
Whereas Dane County Parks has received a DNR River Protection Grant with these
goals:
Build capacity for three separate organizations;
Extend the efforts of Dane County and the Wisconsin DNR to protect land
and water resources within the Upper Sugar River Watershed;
Generate local support for conservation practices in the Upper Sugar
River Watershed by including landowners and affected citizens in planning and
implementing river protection strategies.
Whereas the Upper Sugar River Watershed Association will serve as a forum to preserve and enhance the watershed resources through an impartial partnership among diverse community interests,
The County and the Organization agree to the following:
1. The term of this MOU is from May 1, 2000 through December 31, 2001.
2. All work activity outlined in the grant must be completed within this period.
3. Dane County will provide administrative and planning assistance and funding to assist the Organization in building a formal group and develop its membership.
4. The amount of funding available from the County through the grant is $4,000.
5. The Upper Sugar River Initiative is providing an additional $1,500 to assist in achieving the stated goals.
6. The Organization's Board shall endorse this MOU and appoint a member to serve as a liaison to the Capacity Building Grant Committee, which consists of staff from Dane County Parks and the Dane County Land Conservation Department. The liaison will submit progress reports to and consult periodically with Marcia Hartwig, Dane County Land Conservation Department.
7. The Organization will provide Dane County Parks with copies of its Articles of Incorporation, By-laws, a roster of Board members and any other documents deemed necessary.
8. The Organization agrees to develop and execute a membership and outreach campaign within the grant period.
9. The Organization will submit a brief description of how it plans to expend the grant funds to the County before December 31, 2000.
10. Appropriate expenses include but are not necessarily limited to legal fees associated with incorporating; accounting services; graphic designer; duplication; mailing; postage costs; development of brochures, informational packets and other promotional items for outreach purposes; copies of action plans for members; newsletters; purchase of software and hardware; any professional fees associated with the aforementioned products and other such items needed to develop the organization.
11. This grant is a reimbursement program and the County's request for final payment from the DNR is due by March 31, 2002.
12. The Organization will submit bills and/or receipts to the County for payment and/or reimbursement in a timely manner, accommodating the dates listed above. Bills shall be to Accounts Clerk Rhea Maier at Dane County Parks and marked with the project number RP-O 10-00.
13. Dane County Parks will have final determination whether a submitted bill qualifies as an appropriate expense for the purposes of this grant and will be submitted to the DNR for reimbursement. The Organization may wish to verify with the County in advance whether expense is appropriate for reimbursement under the grant.
14. The Organization will submit a final report with bills, receipts, copies of written materials and other materials produced as a result of this grant, by January 31, 2002.
15. The Organization will provide a list of expenses accrued before May 1, 2000 related to the activities covered by the grant. These expenses will not be reimbursed but will count towards the matching funds required by the grantor.
16. The Organization will provide a report of the time spent by volunteers directly related to developing and building the organization both before May 1, 2000 and during the grant period, which will be used as part of the match required by the grantor.
